I recommend you email billing@railway.app for help from the email you use on Railway

Yeah, we can help by manually approving a card under some circumstances. Could you just be sure to reach out with the email you use on Railway?
There are some things we can't override; we use Stripe to process payments, and there are fraud protections that are set by your bank that we can't help you with.
