Could you describe a bit more on the issue? Multi-region replicas are only available on the pro plan - is that what you would like to use? Looks like you're currently on the hobby plan, would you like to upgrade your plan?

Hey, the incident seems to be still going on, I suppose that you can try to deploy your services. Keep in mind that deployments are currently slow.
