I don't understand if my plan has 8 GB of hobby plan memory assigned, because I have an $11 surcharge, and I only used half of those resources. I don't understand how your payment method works.

It sounds like there's a bit of confusion regarding how the billing and resource usage work on your Hobby plan.
The Hobby plan on Railway costs $5 per month, which includes $5 worth of resource usage. If your resource usage exceeds this $5 credit, you are charged for the additional usage. So, if you see an $11 surcharge, it's likely because your usage went beyond the included $5, resulting in a total charge of $11 for the additional resources consumed.
The billing is based on the actual resources you use, like RAM, CPU, and network egress. Even if you have 8 GB of memory available, you're only charged for what you use. You can monitor your usage in the Usage Section of your Workspace settings.
