You were using the PRIVATE URL to connect to your DB

You need to use the PUBLIC URL

the PRIVATE URL can only be accessed between SERVICES HOSTED IN RAILWAY.

Since you're connecting from YOUR PC to a DB in RAILWAY you need to use the public

As you can see by your host mysql.railway.INTERNAL

I always connected using this url and never had a problem
