Stuck deployment

It seems to be stuck on the Building phase even if I read "Deployment Successful".
Moreover, I see a line "needs approval" which I've never seen before.
What should I do?

If it doesn't apply to me.
Is it just "not started" because… it doesn't have to be enforced? And it's just there for indicative purposes?

In that case, it would be better to write "not required" instead of "not started"
