Can I restore that with postgresql?

phew. I redeployed all service and now works fine.
I guess this is not great user experience.
You would be better to suggest some popup guide or another guide at that situation.

Can you explain the steps you went through?
Right now I'm guessing that you where on the Trail plan and ran out credits so we had to shut your stuff down to avoid further costs.

I tried free tier, and I upgrade this to hobby plan.
At that time, the credit remained over $4.
And then I unsubcribed hobby plan.
All credit was gone and the service was shutdown even after subscribing hobby plan again.
