Works fine locally from digital ocean but not railway is there anyway to get a unique ip that isn't shared?

IIRC not at the moment, there isn't a way to get a dedicated IP. You could get a static IP in service networking settings though.

Yes, dedicated IP addresses aren’t supported at the moment.
