I need to remove us-east1 from my service

My deployments won't work because us-east1 is not a valid region and I can't delete it.
- Service: istudy
- Problem: Multi-region config has invalid region
us-east1that doesn't exist - All deployments fail with "Region us-east1 is not available"
- API updates to remove it don't persist
- Need to clear the region config
