I try to install vector extension by Dockerfile and have error pull access denied

When I try to install vector extension by Dockerfile I have error:

[internal] load metadata for docker.io/railwayapp/postgres:16

pull access denied, repository does not exist or may require authorization

this is my Dockerfile string's

FROM railwayapp/postgres:16

RUN apt-get update && apt-get install -y postgresql-16-vector
