I've lost the ability to create volume

I just created a new service from Docker file, very similar to numerous times before, but previously I was able to attach a volume to the service. I seem to have lost that ability. Please help

Make sure your service is deployed on a non-metal region, metal doesn't support volumes yet (you can see and change the region in the service's settings)

Thank you for your reply. I've updated the region to Oregon but still cannot create volume
