Your workspace is currently inactive and all services, including both Postgres databases, are in a removed state. However, volumes are retained even when deployments are removed due to billing issues. To regain access, you'll need to resubscribe from your billing settings, then redeploy the removed Postgres service from its 3-dot menu on the project canvas. Once the service is running again, you can use pg_dump or a similar tool to export your data.
