We don't see a project called "proactive-empathy" with any services in your workspace, so it may already be deleted or it's an empty project. If it still appears on your dashboard, open the project, click the "Settings" button in the top right of the project canvas, then select the "Danger" tab where the "Delete Project" button is located. If you're unable to find the project on your dashboard at all, it has likely already been removed.
