I've been running a project on Neon for about 3 weeks now, and from June 1st until today, June 5th, I've already spent $2.50, which is extremely high for the type of application I have, where only a few people log in. I went to Railway first, but the trial had expired, and I thought Neon would be a good alternative since it's free for 100 CUs. I went over those 100 CUs and upgraded to the Launch plan. I feel like it's costing me way too much for what I actually need. My question is, would I notice any difference if I move to Railway? How does that $5 plan work? Do I pay $5 and then pay extra if I exceed the limits, or what? Do you think the move is worth it? Thank you!

Do yourself a favour and find an alternative, railway is expensive and there is currently ongoing downtime which the company won't even address.

But for the plan part, yes. You'd pay $5 every month, then you'd pay for the extra resources you've used.
