To get your bot running, you have to put your bot configuration such as token, guild id, and others, on the repo, you can find the example by opening this environment example file
You can copy the whole text and go to your Railway Service (New-South-Wales-Police-Force in your case) > Open the Variables Tab > Click on "Raw Editor" and paste the text there, before you click Update Variables, put the configuration value (next to the = mark) with your own value, if you followed a tutorial, they should've explain how to obtain your token, guild id, etc
