I'd like to clear up potential misunderstandings, Railway bills you for the resource usage of your app, meaning if you have an app running on Railway then you'll be charged for the resouces that the app uses whether you're using that app or not, Railway's hobby plan also has a base cost of 5 dollars a month, so you'd be charged 5 dollars a month regardless.

If you don't want to to be charged then I'd recommend either deactivating your account if you don't plan on using Railway anymore or removing any active deployments to minimize the cost of your unused apps if you do plan on using Railway again in the near future, I hope this helps :)
