well there you have your answer: you need to first turn off static outbound IPs, and then you can switch regions

Since your Railway GitHub bot does not have access to your repo, you cannot initiate a new deployment with the new region. Until that is sorted out on your side, I have modified the region for the current deployment and redeployed it so that the us-east4 region is used.
