I cant add in new services to my workspaces. I tries adding a github repo service but it is stuck infinitely applying changes. I even tried adding an empty service and it also infinitely loads. I decided to try to create a new workspace, I tried to only make an empty service here too, didnt work, stuck on “applying changes” yet again.. Ive read the similar posts, none of them have an actual solution. What do I do?

Your workspace subscription is currently in an inactive state, which is why new services cannot be created. You'll need to complete your Hobby plan activation by adding a payment method in your workspace billing settings, and once the subscription is active, you should be able to add services normally.

The "Active Plan" text on that page is a section label, not a status indicator. Your workspace is on a Limited Trial, which includes $5 in credit but still requires a payment method to fully activate. You can add one at https://railway.com/workspace/billing, and you won't be charged beyond what the $5 credit covers.
Looks like you now have activated the trial and you have a Discord bot project working.
