Edit: I fixed the hanging "Applying changes" bug in my project after attempting to delete the service that got stuck. After clicking delete, the "Applying X changes" popup went away, my app dashboard went back to how it looked before, and everything started running as normal. Definitely a weird fix, but let me know if this works for anyone else.

Engaging with JR still on this matter, folks keep reporting this issue, it's helpful for us to narrow down the bug.
