quick question about config as code: what is the best practices for managing infra, or config for multiple services deployed in a mono repo? I have two container services I need to map to the container image, with the key to do, as well as manage envs with railway variable reference for my Caddy Reverse proxy, frontend and api.

Just being truly here, Railway is best used through the dashboard. If necessary, you can create private templates of your project and deploy them as needed. I really would not recommend using infrastructure as code with Railway.
However, the best option to support all the features you want, from variable references to service definitions, would be to use the community provided Terraform.
