Please, I would like to understand account billing better. Does the hobby plan not include $5 per month credit? Why am I paying 5 dollars if I already paid last month?

The Hobby plan costs $5 a month as shown by the pricing page - https://railway.app/pricing

It does come with $5 in credits but those credits can only be used toward resource usage.

I thought that if the resource consumption was less than 5 dollars, there would be no payment. It's not like this?

No it's not like that, from the pricing page -

$5 /month
+ RESOURCE USAGE

Includes $5 of usage monthly

I still don't understand where free credit comes in. But that's ok, in this case I would like to cancel my account and get a refund for the last payment, please.

As mentioned, the $5 in credits can only be used toward resource usage, aka the costs for CPU / MEM / DISK etc.
