I am internet provider, I use mikrotik server, so I need IP address in to allow to this IP to contact with mikrotik server

Gotcha, then the Pro plan is what you want, once on the Pro plan you can go into the service settings to get the IP.

On my winbox server I got IP address from my app on railway. So I put IP address on my winbox, I got correct connection. I am a afraid that IP would changed

Yes it's dynamic and could change between deployments.
Your usecase is not Hobby related, you would need to be on Pro regardless.
