Hello,
In order to talk with one of our providers via api, they require we give them an IP address or pool of IP Addresses. Is railway able to provide a pool of IPs they might expect comms to come from?

You'll want to use the static IP feature, which is available to users on the Pro plan. Static Outbound IPs

When I use the static ip, outbound calls stop working and I get a err connect reset message on any api calls now.

Try disabling static IP, redeploy, then re-enable static IP and outbound IPv6, and redeploy.

Are you able to curl -I google.com via SSH in the service while static IP is enabled?
