Hello Railway team,
Your Acceptable Use Policy says: "If you are unsure whether your use case is allowed, ask us before deploying." I am asking before deploying anything — nothing has been deployed yet.
The policy lists "operating proxies or anonymization services" under platform abuse, and your docs summarize this as prohibiting proxies/VPNs for personal browsing. I want to check whether the specific workload below falls under that prohibition, and whether any written permission or exception is possible.
Proposed workload (not yet deployed):
- Software: official Xray core (ghcr.io/xtls/xray-core), VLESS + WebSocket + TLS
- Use: private, single-user only, for my own personal browsing — not public, not shared, not sold, no bandwidth resale, no proxyware
- Access: authenticated by a private UUID, WebSocket path not published
- Scale: up to 4 small services in different regions (US West, US East, EU West / Amsterdam, Singapore), low personal traffic only
- No mining, torrenting, scraping, spam, or other abuse
Questions:
- Is this private, single-user use permitted, or is it prohibited outright regardless of scale/private use?
- If it is generally prohibited, is there a process to request a written exception for this limited private use?
- If the answer is no, please confirm clearly so I do not deploy it.
Thank you. I will not deploy this workload unless you confirm it is permitted.

Thanks for asking before deploying. This workload isn't permitted. Our trust and safety guidelines prohibit running proxies, VPNs, or anonymization services for personal or professional browsing. Being private, single-user, authenticated, or low-traffic doesn't change that, so a private Xray/VLESS setup for your own browsing falls under it.
There's no written exception for this use case, so please don't deploy it. Reverse proxies and private networking tools that serve your own Railway services, such as Caddy or Tailscale, are allowed.
