I've gone through previous community conversations, and I'm still not clear if RAILWAY_SHM_SIZE_BYTES is only applied to PRO users. If it isn't, do HOBBY and PRO users have different limits?

It's not limited to any plan and the limit is the same across all plans.

Though we do ask that you be conservative with the value.
