Is SSHD not supposed to work?

I see that this template allows you to allow SSHD, but I forked the repo (https://github.com/suhjohn/railway-ubuntu-sshd) and tried ssh-ing to it and I get the following:
kex_exchange_identification: read: Connection reset by peer
Connection reset by 35.212.174.77 port 52145
Is there something special that's happening with that template?
