It's subscription + pay as you go based

Another Question @Fragly , is the free plan the same ,just not the subscription cost?
i pay what i use type

The free plan is a little different, it's completely free- you don't pay a dime. Although you only get a maximum of 1usd worth of usage and only 2 total services

when i deployed my app on the free tier , which didnt used up the 1$
it got removed , after the first trial phase

Railway has 5 different plans:

  1. Free Plan (completely free, 1usd worth of usage)

  2. Trial Plan (completely free, 5usd worth of usage for 1 month)

  3. Hobby Plan (5 usd + usage beyond 5 usd)

  4. Pro Plan (20 usd + usage beyond 20usd)

  5. Enterprise / Business (custom pricing)

You can only use the trial plan for a month, it's meant to give you a taste test of what Hobby is like

my guess is that you were on trial, your time ran out and so you went to free plan

how can i downgrade to free?
at current state my app doesn't seem to be using 1 $

so i am just paying 5$ for no apparent reason, i might upgrade if my app scales(i hope it does tho)

i honestly dont know, i'd like to know how you do that too! I've been subscribed to Railway before they added the free and trial plan and so i've never used those plans before. This makes it very difficult for me to help people on those plans because I simply dont know the functionality of those plans. Although I don't believe there is a way to downgrade, you'd need to make a new account
