From your deploy logs -

Cannot connect to host api.telegram.org:443 ssl:default [Network is unreachable]

It's likely that telegram has blocked the IP of the host your deploy runs on, unfortunately there is nothing Railway can do about that. This would be a usecase for static IPs - https://docs.railway.app/reference/static-outbound-ips
