is there a way to have scaled services have different IPs?
I need this because I will be rate limited if not

No, Railway scaled instances share the same external IP address. Railway uses load balancing, so all replicas appear from the same IP to external services.
Workarounds:
1. Multiple Services
Deploy separate Railway services instead of scaling one service. Each gets a different IP.
2. Proxy Rotation
3. External Load Balancer
Use Cloudflare or AWS ALB with different origin IPs pointing to your Railway services.

You should respect rate limits and not try to bypass them but if you have permission then what @quadstrikesecurity said for all the workarounds will do
