Issue: Cannot login via CLI - "No healthy upstream" error

Question

Hi, I'm experiencing issues with Railway CLI:                                 
                                                                                
  1. First I got rate limited after a few deploys                               
  2. Then when trying railway login, I get: "No healthy upstream"               
  3. The web dashboard also has issues - the Architecture view shows empty      
  canvas (services don't render)                                                
  4. Status page shows all systems operational                                  
                                                                                
  Environment:                                                                  
  - Railway CLI version: 4.8.0                                                  
  - OS: macOS                                                                   
  - Region: Europe                                                              
                                                                                
  The service itself seems to be running (HTTP 200 when accessing the public    
  URL), but I cannot deploy updates or access the dashboard properly.           
                                                                                
  Is there a known issue with the infrastructure right now?
