Issue with Authenticating Railway CLI

I recently updated to the latest version of the Railway CLI (railway 4.23.2). After updating, I am no longer able to run railway login. I keep getting an unauthorized message. I installed Railway CLI through scoop for Windows.

I should also note that I am using Terraform to manage my infrastructure. Terraform requires the RAILWAY_TOKEN variable to work correctly.
