I cannot create any project. Every attempt — from "New Project," from pasting a repo URL directly, after waiting several minutes between tries, after closing duplicate tabs, after adding a payment method — gives the same error: "You are creating projects too quickly. This workspace allows 1 project per 30 seconds. Try again shortly." I currently have 0 projects in my workspace (jmarcou22's Projects), so nothing is actually succeeding — the limiter itself seems stuck. Can you check my account?

try ctrl+shift+R or open railway on an incognito tab and then try creating one or just restart your computer

Having the same issue here. Restarted, refreshed cash, incognito tab,... Github Projects keep failing.

That message is a throttle that only trips on rapid retries, so it's hiding the real error. Your first attempt is failing with something else, and that's the one we need to see.
Try once, then wait a full minute before touching anything. Whatever error comes back on that first attempt, paste it here. Also tell us which path you used, pasting a repo URL or the New Project button.

Main branch was empty (everything was on testing), once I merged into main it worked.

Quick note for anyone landing here: that throttle message is hiding a different error. Make one attempt, wait a full minute, then read whatever error comes back on that one. For one person in this thread it turned out to be an empty default branch.
