Neither the hobby nor the pro accounts have static IP's. you should not use IP addresses as they are dynamic and will change every so often leaving you with downtime or SSL errors, it's only a matter of time.

Railway doesn't yet offer static IP's so If your domain provider does not support root level cnames you would have to use cloudflare's nameservers, after you have your custom domain setup properly with cnames there won't be downtime.
