MTN Uganda ISP cannot reach railway.com (69.46.46.46) - TCP 443 timeout

Hello Railway Support Team,

I am experiencing a network connectivity issue accessing Railway services from MTN Uganda (ASN/network).

The issue is only affecting MTN Uganda connections:

❌ MTN Uganda Fibre: railway.com does not load

❌ MTN Uganda Mobile Network: railway.com does not load

❌ Multiple MTN users tested with the same result

✅ Other ISPs work correctly

✅ VPN connection over MTN works correctly

The browser error is: ERR_CONNECTION_TIMED_OUT

Could you please investigate:

Is 69.46.46.46 behind any firewall, DDoS protection, or IP filtering that could block MTN Uganda IP ranges?

Are there any routing or peering issues affecting traffic from MTN Uganda ASN/IP ranges?

Is there any known restriction or regional connectivity issue affecting access to Railway's main domains?

Can you confirm whether MTN Uganda IP range 41.210.x.x is being dropped or filtered on your network?

Please let me know if you need additional traceroutes, MTR output, or packet captures.

Unfortunately, it seems like the ISP is blocking the traffic. Railway can't do anything about this, and your only option would be to use a VPN.

Alright thank you. This is affecting all my apps hosted on the platform, users using MTN cant access, Let me continue engaging the ISP
