Issue: All deployments getting stuck at "Taking a snapshot of the code..." phase
Timeline:
- 27 minutes ago: GitHub deployment stuck
- 8 minutes ago: Forced redeploy stuck
- 3 minutes ago: Added railway.toml/Dockerfile stuck
- 27 seconds ago: Railway CLI deployment stuck
All deployments hang at identical point in initialization phase.
Environment: production
This appears to be a Railway platform infrastructure issue,
not application code, as even CLI deployments with proper
configuration are failing consistently.

i'm also unable to cancel my stalled deploys or attempt redeploying.
