I've generated a token and while accessing it I am getting an error message - "Unauthorized. Please check that your RAILWAY_API_TOKEN is valid and has access to the resource you're trying to use."

Your workspace is currently in an inactive/trialing state, which may affect API access. If your workspace subscription is not yet active, please verify it at your billing page. If the subscription is fine, note that project tokens require the Project-Access-Token header (not Authorization: Bearer), while account and workspace tokens use Authorization: Bearer - using the wrong header for your token type will return this exact error. See our Public API docs for details on each token type.

It has a credit balance of $5. Is it still mandatory to add a card in the billing?
Or can I use the $5 first to access the tokens?

Your workspace is currently on the free trial, which includes the $5 credit grant and does not require a credit card. However, your workspace is in an inactive state, which is likely why your API tokens are returning "Unauthorized." You can check your workspace status and activate your subscription from your billing settings.
