My application doesnt work on US West California. I can't switch it back.

Hello my project was working. After I woke up my project was giving me errors. I noticed that region changed but i cant switch it back. I couldn't be the issue but I would like you to help me.

i have hobby plan and cant redeploy my projects to oregano, but my database is in oregano. i think this is the problem. But I dont have pro plan.
