My postgres is still down and cannot restart hence my backend failed to restart either

We are experiencing a major platform-wide service disruption that is affecting deployments and workloads, particularly those hosted on GCP. Deploys are now possible again, so please try redeploying your Postgres service first, then your backend once Postgres is healthy. If they continue to fail after retrying, please let us know.

i try redeploy several times and still crash. neither can i restart
