MY free tier Postgresss DB tools available?

What are my permissions and rights? I have PGadmin backed up the DB as I am looking to do a final migration before going live but currently have issues i cant fix.

The log is red and i get these errors:

I was able to fix by copying the data, created a new database, recreated the schema then repopulated the table. Once I get my site in production I will upgrade the tier.
