Our audit logs show the "kaimana-siargao" project was deleted on June 23 at 02:37 UTC by your own account (designbluemanila@gmail.com), not by Railway. After a project is deleted, the system automatically removes the services inside it, and those cleanup entries show "system" as the actor, which may be what you're seeing as "deleted by Railway." Since you mentioned your dev also has access, you may want to check with them. Unfortunately, deleted projects cannot be recovered. We'd recommend enabling volume backups on stateful services going forward for added protection, and if you suspect unauthorized access to your account, consider enabling 2FA from your account settings.
