MySQL database not connecting

I tried connecting to my railway database from my application and from mySQL workbench, but both failed with the error shown below, it started out of nowhere yesterday at 10 pm GMT-03. Can you help me?

I will need more information. Any error logs that you see in the deployment ?
Is the db even running ? Can you connect to it by going into Data ?
