Hello,
I have redeployed the database for you and it is back online.
https://docs.railway.com/reference/app-sleeping#caveats
> Slept services still consume a slot on our infrastructure, enabling App Sleeping de-prioritizes your workload and in remote cases, may require a rebuild to re-live the service.
Sometimes a deployment will need to be redeployed to bring it back online, this is something you acknowledge when you enable app sleep.
