i see this error in the build logs
eventually, i see logs around docker image pushing and it is very slow:

Ah, you are using the Beta v3 builder in a region where we do not have a v3 builder, so it is going to be slow. That is to be expected.

the beta v3 builder is only available in the US-West region.

Instead of trying to use the beta builder, disable it.

You should see something like this in your service settings (if you are using the priority boarding feature flag)
