i see this error in the build logs

eventually, i see logs around docker image pushing and it is very slow:

Ah, you are using the Beta v3 builder in a region where we do not have a v3 builder, so it is going to be slow. That is to be expected.

the beta v3 builder is only available in the US-West region.

Instead of trying to use the beta builder, disable it.
