Not able to set Volume Size mongo db to 10 GB or 2GB

Your MongoDB volume is currently provisioned at 250 GB (with about 1 GB in use). Volume downsizing is not supported on Railway, so you cannot reduce it to 10 GB or 2 GB. If you need a smaller volume, you would need to create a new volume at the desired size, migrate your data, and then delete the old one.

it was 50GB previouly still not able to go to even 50 GB or 20 GB

The only workaround is to create a new MongoDB service with a volume at your desired size, migrate your data over, and then delete the old service and its volume.

what you mean by new service ? can i dupicate and assign. new once new volume only ?
