Hello, I have an odoo installation and itis working but it doesnt send any mail regardless I configured smtp server, username, password and port. In the logs I can´t see any smtp error.

I'm sorry but we are not able to offer support for 3rd party applications, please contact the odoo community for assistance with odoo.

The problem is in railway, because in railway all emails fail with "Connection unexpectedly closed: timed out" and locally work fine with the same configuration, looks like railway firewall is blocking port 465 used to connect the smtp server.

Railway does not have any such firewalls in place.
Please contact the odoo community for further help with odoo. and contract your email provider for support with email.
