I have been using Nodemailer to send transactional emails through the Brevo SMTP server, but recently this stopped working (timeout errors in my Railway logs).

Is it true that outbound SMTP is only available on the Pro plan? I'm currently on the Hobby plan.

If so, was there a recent change to this policy? It was working fine from my Railway deployment until recently.
