Pay-as-you-go option?

Currently, I am hosting a website on Raily using a $5 per month subscription.
However, I notice that my app is usually consuming around $1-2 worth of resources every month. So I wonder if there is any pay-as-you-go option so that I can optimize my operating costs?

Railway's hobby plan is always going to cost a minimum of 5$ as that is the cost of the subscription to use the platform at the hobby level.

Why is my cost increasing when I am NOT using the Infrastructure? I paid for the €5 subscription, and now I already have over €7.
