payment of hosting fees

my site was disconnected and shutdown due to delay to pay the hosting fees, I use Hobby plan, I thought that they don't pay. but today I paid it in a few minutes ago but am still running it and get the error saying "Application failed to respond". so what's wrong??

and why am I being charged yet I haven't used more than $5 usage on month?

how long does it take to come back live after payment?

The hobby plan costs 5 dollars a month, you're then also charged for the resources you use on the platform ( although the first 5 dollars of usage is free )

Make sure your app is listening on 0.0.0.0 and on the PORT variable Railway gives you
