I am trying to upgrade my railway. I am using a mastercard that has a blanance that more than covers the cost of the upgrade but it says the card is declined? Does railway not accept mastercard?

Railway does support Mastercard, have you tried asking your bank if they're perhaps blocking the payment?

I have same problem, Your card does not support this type of transaction - what does that mean?
