pgvector Support for Postgres Databases

Does Railway support the pgvector extension? I'm not talking about templates, I have a Postgres DB that I want to use the pgvector extension on. Can I do this?

Nope, as those are standard Postgres databases, you would want to deploy the applicable template and copy your data over.
