By mistake i activate the pro plan but i dont want it because its out of my budget so how i can get back to the hobby plan

You can go to your account's [Plans tab]() (scroll down) and click on Downgrade to Hobby

I'm not 100% sure, did it lower your estimated bill? Perhaps it was an early bill (which happens sometimes if Railway is iffy about your accounts validity)

look the 43 dollars is for the current plan month wich i paied it before one day

That's just the $20 Pro plan subscription minus the unused days. If you subscribed on May fourth, you won't be charged for those three days you weren't subscribed for during the first month only.
i only subscribed for 1 hour , this dosent even make sence to take from me 16 dollars man

you where issued $12.31 in credits to cover the downgrade
also where is is the information in railway to tell me that the downgrade cost money !??

while the credits were already issued for the downgrade, I'd rather just resolve this for you quickly. I've gone ahead and refunded the full $16.43 back to your card. You should see that back on your original payment method within 5 - 10 business days.
